It's strongly tied to the worst parts of 4chan, Kiwi Farms and other overlapping communities rather than something that's used much outside those places. One of many different ways of identifying them elsewhere quite reliably. Usually accompanied by racism.

There's a recent popular variant of the meme from /pol/ where they included George Floyd and it's now primarily used by people who are big proponents of anti-black racism in the US. Essentially the same kind of thing as Pepe it turned into one of their in-group symbols.
