Kharkiv is so close to the border. Tough territory to defend when attacks across the border may have to go unanswered and Belgorod is an easy staging group.

Ukraine only agreed not to use certain weapons they were provided against Russian territory and that's subject to change. Military targets in Russia are perfectly valid, including in Belgorod itself. US will probably slightly expand restrictions they put on using certain weapons.
