PayPal rarely gives an explanation for why they freeze funds/accounts. In this case, it's very likely due to violating sanctions on Russia tied to the invasion of Ukraine. They've previously stated they still have a business presence there.

If you're going to be ignoring sanctions, perhaps PayPal and credit cards are not the best choice of payment methods. Credit card payments take a long time to fully settle and leave merchants with a lot of ongoing risk. As a merchant, credit cards really aren't safer than PayPal.
