Cloudflare drops sites from their service on a daily basis for having content they dislike. They remove sites with adult content, support for sex workers, etc. They also drop sites they deem to be posting spam. Cloudflare's censored 1.1.1.3 DNS blocks lots of LGBT content, etc.

It doesn't block the Daily Stormer either, a neo-nazi news site previously banned from Cloudflare. Cloudflare's recent blog post about this implies they wouldn't ban them again and regret banning them.

Cloudflare's pull-based CDN (caching reverse proxy) is what provides DDoS protection. That's the service which they banned Switter from using. They were not the ones hosting the origin servers for Switter. That's not part of what Cloudflare provides to websites.
