Cloudflare drops sites from their service on a daily basis for having content they dislike. They remove sites with adult content, support for sex workers, etc. They also drop sites they deem to be posting spam. Cloudflare's censored 1.1.1.3 DNS blocks lots of LGBT content, etc.

I think it's clear that what Kiwi Farms does is not political speech. They target people with extreme harassment, doxxing, etc. primarily based on them thinking those people are weird. They target friends, family, coworkers, etc. of those people too as another way to hurt them.

There's a major difference between posting political content that's anti-trans and singling out trans people to target with harassment. The first would be considered legal political speech in the US, but that just means the government isn't disallowed from stopping them doing it.

It would be perfectly valid to criticize Cloudflare from hosting it. That's not the situation though. Kiwi Farms exists almost entirely to harass people. They don't really have any specific criteria for picking people. It could be based on their religious views or something else.

I really don't see how what they're doing can be considered legal in the US. They're blatantly harassing people to the extreme and encouraging people to take things really far including swatting, etc. The site barely even bothers to pretend otherwise. Admins openly encourage it.

If Kiwi Farms had to move to a Tor onion service due to lack of easy hosting, it would be far less accessible to a lot of the type of idiots who use it and therefore wouldn't cause nearly as much harm in practice. Cloudflare dropping it wouldn't kill it but would hinder it.

A major benefit to them from Cloudflare is that they can hide the origin server hosting and deter people from getting them kicked off it. It also makes it a lot easier for people who aren't technically competent to host a site with a lot of load on it, etc. Just makes it easier.

Twitter itself is terrible at content moderation and puts far fewer resources into it than they'd need to do a good job. They do not actively support extreme harassment and participate in it though. They also do a decent job with the most extreme stuff like Kiwi Farms tier stuff.
