A permission is still required to read the clipboard. A user interaction with the web page such as clicking on anything or scrolling was previously required for each individual read/write by this API but not the other API. Requirement for the permission to read is still there.

The requirement only existed for one of the APIs, not both, and the other API has a spec forbidding it. I suggest that you read the linked issue and stop spreading clearly a inaccurate story from people with agenda. No problem adding more security charlatans to our ban lists.
