A permission is still required to read the clipboard. A user interaction with the web page such as clicking on anything or scrolling was previously required for each individual read/write by this API but not the other API. Requirement for the permission to read is still there.

This additional requirement was there for one of the APIs but not the other and also appears to be forbidden by the spec for the API where it wasn't present. There isn't any change to what can actually be done by this change. How about a retraction and correction now?
