A permission is still required to read the clipboard. A user interaction with the web page such as clicking on anything or scrolling was previously required for each individual read/write by this API but not the other API. Requirement for the permission to read is still there.

It's a deliberately misleading claim. There's no change to what web pages can do via the total set of APIs. They require a permission to read from the clipboard and don't require one to write to the clipboard. There were already multiple APIs for reading/writing the clipboard.
