The fact that they offer developers.cloudflare.com/cache/about/al as a simple toggle primarily based on their web content caching very strongly invalidates their claim that they don't host the content. It's not as if Kiwi Farms would know how to use workers.cloudflare.com but that stuff exists.
If they did use Workers, I doubt Cloudflare would kick them off it. They're trying to draw a distinction to brush off responsibility but in reality they don't enforce different policies for proxying vs. hosting, and they don't draw any line between the services for those things.
