There are other caching reverse proxy services providing a pull-based CDN matching Cloudflare's most used service. Push-based CDNs are a different approach and not everything can be migrated to them. You can simply drop Cloudflare's main service in front of any web service.

OVH VPS instances in US/EU with 2Gbit unmetered/uncapped bandwidth are 34 USD / month each. There are other options than CDN services. Hetzner has 1Gbit unmetered/uncapped for dedicated servers but OVH truly stands behind the uncapped part and has decent free DDoS mitigation.

I know people who had the experience of Hetzner null routing their IP addresses due to volumetric DDoS attacks. OVH has a good enough network to absorb most of those attacks. They haven't extended their custom ASIC/FPGA-based DDoS firewall to IPv6 yet though. Still IPv4 only.
