CAKE stats from our 8x 2Gbit update servers currently pushing out Android 13 GrapheneOS. Could try slightly lowering the bandwidth cap to see how it changes it but it does seem to work pretty well with the current configuration for the most part.

GeoDNS configuration routes traffic by region and DNS RR splits between servers within region.
It seems we do need to add some more regions and servers soon.

Tried lowering bandwidth cap to 1990Mbit and it doesn't seem to make a difference so raised it back up to the full 2000Mbit. Don't really want to give up any significant amount of bandwidth unless it was improving the actual resulting bandwidth due to better efficiency.

Some people download updates manually and sideload them instead of using the over-the-air update client in the OS:

It could simply be people downloading it on macOS or from Linux desktop operating systems with ECN enabled by default.
