There are plenty of services with unmetered bandwidth where you know what you're going to be paying for a given amount of bandwidth rate to be available instead of having unbounded costs. Do you see the relevance when talking about a group that does DDoS attacks, etc. ?

You can pay for server instances with unmetered bandwidth where you can host video from a standard web server. They don't differentiate between different use cases. If you use managed DNS with load balancing / region steering (can self-host but it's non-trivial) that's 95% of it.
