Mass adoption of Bitcoin would be a mass surveillance dream due to the lack of on-chain privacy. It also won't be censorship resistant without privacy. Still not too late for Bitcoin to add serious on-chain privacy via encryption rather than obfuscation, but it's getting there.

Payment routing has weak privacy through onion routing but isn't comparable to Tor because you can only route between nodes with channels open providing enough liquidity for your transaction. It's not like Tor where it chooses a random entry point and route through the network.

Choosing a Lightning route is mostly about it finding a way to successfully send the transaction, which is far from guaranteed to work. It needs to find a way to get there with available liquidity which is a hard problem. It can randomize to an extent when there are choices...
