Just googled kiwi farms, how the hell is stuff like that allowed to be hosted by cloud flare. They seem to promote actions that i hope are illegal in most of the world?
They have a history of allowing despicable sites to use their services. Cloudflare is into the approach of allowing everything that's legal in the US no matter how despicable it is and they're also fine with pushing the boundaries of what's legal.
https://blog.cloudflare.com/why-we-terminated-daily-stormer/… is an exception where the CEO made a unilateral decision to stop hosting one of the despicable sites using their services. It's their unilateral decision to continue hosting Kiwi Farms. They could personally decide to remove it any time they wanted.
Cloudflare likes to claim that they don't host the content because their web server is a caching reverse proxying using a pull model rather than a push model to obtain the content. The claim doesn't make any sense and they do store and host the content from their web servers.
Now that they have features like workers, the claim that they aren't hosting the content is even weaker, but it never made much sense. Also, they try to portray themselves as essential core infrastructure but that's really not true beyond their crippled domain registrar service.
