Just googled kiwi farms, how the hell is stuff like that allowed to be hosted by cloud flare. They seem to promote actions that i hope are illegal in most of the world?

For all we know they're using the Free plan:

Cloudflare earns their real money from their metered services: load balancing, workers and other parts of it. The web reverse proxy has unlimited bandwidth even with the Free plan and isn't expensive itself.
Not sure off hand if Cloudflare still generates shared certificates with up to 100 domains in each for people using the lower tier plans. They have a single subjectAltName for their domain in the certificate but Cloudflare might toggle off sharing certs for controversial sites.

They might. I haven't seen it in the field but I haven't looked for it, either.
