Menu button and Select by UTC offset where you can set it to UTC or another fixed offset instead of a region-based time zone.

That's only for system time not home screen clock's additional zones to show, but maybe I could set UTC as system and add my home zone as additional...

That's provided by the bundled clock app and the widget it provides so you could find a different clock allowing you to select by UTC offset.
AOSP DeskClock is actively developed but is just meant to be a basic clock app providing the basics for users and APIs for other apps.

Google has a proprietary fork of AOSP DeskClock which has substantially diverged and it has UTC as a time zone. AOSP DeskClock could have that feature but the AOSP developers who maintain it mostly just do maintenance and they don't have any vision for the future of the app.
They put AOSP sample apps like DeskClock in product image rather than the system image so that you can use an unmodified AOSP system image without these poorly aged sample apps. The only reason they're even bundled is because they provide APIs to apps and are needed to pass CTS.
