Everybody on CryptoTwitter is assuming the arrested TornadoCash developer only wrote the code and didn’t run the service themselves.

It's a decentralized protocol, not a service someone runs. It's still working fine and hasn't been shut down in any way despite misinformation claiming that.

The step I don’t understand is how the private key the user receives after depositing is generated.
Doesn’t the intermediary website generate it?

You don't have to use any intermediary website. It's an on-chain protocol not a service that someone hosts. It still works fine.

I really have to find out how zk works. Can’t understand how this private key gets generated (by the smart contract? By the validator node?) and safely sent to the user?!

It's an on-chain smart contract implementing the same kind of thing that Zcash does on the base layer. It's not hosted by anyone. The smart contract is what implements everything.
