Several current Technic sets use pneumatics but there's also the option to buy them individually:

Other than the shell and strong enough magnets, I'm sure it can all be done with actual LEGO parts.
Propeller blades in education.lego.com/en-us/products are likely too large for underwater use although it might work if gears are set up to turn them quite slowly. Might be other options.
