I don't think think there were ever shortages of 3M masks and filters as long as you weren't too picky about which kind you wanted. The shortages were for non-elastomeric masks. It was hard to find an elastomeric respirator WITHOUT a valve but the normal ones were available.

Canada's main issue is that we almost entirely lack the political will in the government and regulators to do anything beyond following along with US decisions. We're essentially regulated by the FDA with the pandemic policy set by the CDC because they just follow along with it.
FDA/CDC think their job is to play 4D chess and set policy based on their poor understanding of psychology instead of evidence. Canada just follows along with that and so do the UK and EU to a somewhat lesser extent.
