It wouldn't change much about this. They'll still be suggesting users enable location history and they don't sell it but rather use it within many of their products including using it to serve ads. The ad services are their own products so that doesn't involve selling the data.

Web and app activity is what's enabled by default and can include info which leaks location to an extent. Location history is what they're talking about here which isn't on by default. Many people do end up enabling it since they suggest it in a few of their apps like Maps.

Would be interesting to know how many people actually end up enabling location history. They give a couple prompts about it which send you to a page to enable it. Web and app activity is on by default upon account creation and most people won't disable it. Search history too.
