I hope Graphene is not releasing carrier branded OS from now on. I had lots of misfortunes with branded phones in the past. They are not like original version in terms of software.

There are no carrier branded releases of the stock Pixel OS. It's the same firmware and OS for everyone other than the hot fixes. Carrier devices are implemented by having a carrier id integer flashed onto the device or simply adding the serial / IMEI to a database for lookups.

The reason the stock Pixel OS requires internet access to enable OEM unlocking on some devices models is so they can turn a regular Pixel into a carrier Pixel by adding the serial/IMEI to a list of carrier devices. GrapheneOS of course doesn't implement either of those things.
