SP1A.210812.016.B2 - android-12.0.0_r33 - Telstra, Optus, Vodafone AU
SP1A.210812.016.C2 - android-12.0.0_r34 - Unlocked
Both builds still have the 2021-10-05 patch level.

Based on the build tags, they're very minor hot fixes for carrier compatibility. SP1A.210812.016.B1 replaced by SP1A.210812.016.B2 and SP1A.210812.016.C1 replaced by SP1A.210812.016.C2. It's still essentially the release they made in October 2021 with only very minor changes.

The reason the date in the tag is 210812 is because Android 12 was almost certainly meant to be released in August 2021 but was delayed to October. Security patches were applied to that branch for August which is why it got all the way to 015/016 when that's usually single digit.
That's why the 1st quarterly release arrived so soon in December without it being properly tested, because it was branched much earlier. They likely should have delayed the 1st quarterly release. Seems they rushed it out to avoid confusion about 12L beta testing or something.
