I can't count the number of times I've heard of Widevine DRM issues on Android devices, with many suddenly reporting a downgrade to L3 randomly or after an update. There have been cases where the keys were wiped entirely and had to be sent to the OEM for re-provisioning.

Remote provisioning doesn't replace the reliance on unique or batch keys provisioned at the factory. It uses them to bootstrap provisioning short lived keys remotely.
