If you're still having any issues with this, something is wrong that's not happening for most other users and which we can't reproduce ourselves. We haven't had users reporting issues with FCM this year beyond easily debugged/resolved issues with install order or configuration.

Probably going to need logs in order to try to figure out what's going wrong if you're having issues with this. The normal experience with sandboxed Google Play is for FCM to work reliably as long Play services has unrestricted battery use and apps using it were installed after.
