They're suspending accounts of developers who work for directly sanctioned companies, which they're likely required to do to an extent. They banned people for using GitHub to voice support for committing war crimes against Ukrainians, denying their existence, using slurs, etc.

A huge portion of the Russian population supports the war so it shouldn't be surprising that some of them use a social media platform (GitHub) to voice support for it and GitHub seems quite willing to ban people for crossing certain lines they haven't explicitly defined.

GitHub has always done subjective moderation and they've never treated it as some kind of neutral infrastructure. If you used GitHub to harass people, you would get your account banned and your repositories would be gone. Few platforms permit absolutely anything legal / not spam.
