The planned device with first class GrapheneOS support will use a Qualcomm SoC so that's bounded by Qualcomm currently offering 4 years of support. One reason for it is they take around 2 years to get the platform ready and they currently don't port to newer LTS kernel branches.

The minimum guarantee of 5 years of proper security support for the Pixel 6 is likely at least partially tied to them using the current Linux LTS kernel branch at the time (5.10) which receives 6 years of support. There would be other limiting factors for longer support though.

Keep in mind that proper support has to include firmware updates for all the SoC and non-SoC components including cellular, Wi-Fi, Bluetooth, GPS, touchscreen, GPU, image processor, battery and everything else. Most companies choose to stop once they can't provide full support.
People can use aftermarket operating systems to get longer support for at least a portion of the OS but that doesn't give them non-existent firmware updates and no one really bothers continuing maintenance/security updates for most kernel drivers, driver libraries, etc. anyway.
