EU membership would be precluded from a "neutral" stance because EU has a mutual defense clause nowadays?

I guess that would be an interesting compromise because this would still prevent NATO troops inside Ukraine? If Russias concern is really NATO weapon systems close to their border, EU mutual defense wouldn't be an issue. But then, what happens if Ukraine joins NATO afterwards?

Sure, they need to be accepted into NATO, and members can veto like DE and FR did in 2008. But how could one country specifically guarantee to RU that it will always veto UKR membership?

Russia has indefinitely blocked Moldova and Ukraine from joining the EU or NATO because having a border dispute with an external country prevents it. I think that was a very intentional part of their support for Donbass separatists since Ukraine might have simply given up Crimea.
Joining NATO wasn't on the table without them resolving the conflict with Russia, despite that being the main reason they would want to join. I think it's fairly clear Putin wanted a lot more than that, but since they screwed up their invasion so badly he could pretend otherwise.
