It only makes the air raid siren noise because Canada misuses Presidential Alerts for every single type of wireless alert. They're supposed to use the Amber Alert level for those, which would still notify you the same way but without the whole urgent air raid siren nonsense.

My son on the autism spectrum is terrified of the amber alert sound. Almost nightly he asked us to ensure the phones are left in the basement. He has become obsessive about it. They need to consider another sound for the alerts, especially sent between midnight to 6am.

If they sent them out as actual amber alerts, it wouldn't make the scary siren sound and wouldn't try to wake people up at all. Canadian government decided that they didn't want people to be able to toggle off the alerts so they abuse the presidential alert level for every alert.

If you have recent Android, you can go into Settings -> Safety & emergency to see the settings. The toggle for disabling amber alerts won't work in Canada. You can see the alert history though. If you take out your Canadian SIM and reboot, it'll show it's a presidential alert.

There's an under the hood way to disable them on Android by enabling developer options and using ADB (Android Debug Bridge) to disable the relevant apps but that's not accessible to most people since that stuff is for app and OS developers.
