It will always be hilarious to me that this is one of the accepted ways to describe why you're entitled to register a .ca domain.
I'd prefer not to be interrogated by the RCMP about why I said I was the Queen of Canada. Hard to resist finding out what happens if you select it.

I believe that the queen refers to the queen of England, if I remember foreign history correctly.

It refers to Canada's head of state by their official title. Canada has been an independent country for a long time but it's still a constitutional monarchy rather than a republic. Replacing monarchy with an elected president taking over the largely ceremonial role is overdue.
