I don't think that fits into (2). They largely wrapped things up in season 8 because they weren't sure if the show would be continued. I think that's less odd than their usual approach of ending on a cliffhanger and wrapping it up in the first 1-3 episodes of the next season.

It's not unusual for a show to keep being extended, especially when it's not a show where things were planned out much in advance. It's from a different era of TV. The seasons have more than 20 episodes and it's largely episodic content. It literally has recap clip show episodes.

Season 8 was the only time where they didn't really have enough notice to set things up to be continued in the next season. It's one reason for season 8 feeling like the conclusion of the original show and seasons 9 / 10 being a different show. I don't think it's the main reason.

I don't think it qualifies as (2) because they wrapped things up nicely and then decided to produce what was essentially a spin-off series as the last 2 seasons. Most of the fans liked it and there's not much they could do about the fan favorite actor choosing family over work.
