people who respond to threads repeating answers that have already been given 6 times already - why?

Twitter shows the reply button before you've opened the thread so to some extent it's a design issue with the site.

People being too lazy to read through a thread before replying is pretty common.
Twitter makes it worse by actively encouraging it, making it hard to browse threads and giving notifications for indirect replies, etc. by default. It's designed to maximize replies + notifications.
