Let's say I'm sitting here with a video card that requires "2 x 8-pin" power input and comes with a "2 x Dual 6-pin to 8-pin cable"
My computer has inside of it a "SuperNOVA 650 G2 650W 80 Plus Gold"
Can I plug the former into the latter? Trying to know BEFORE I open the box

OK. The gpu box says 750w "recommended" but I have a 650w. I'm not risking *damaging* anything, right? If I just plug it in and try it?

650W is more than enough unless you have something like a 32+ core Threadripper CPU or overclocked Ryzen 9 5950X, etc.
You can use a watt meter to figure out the external power usage. Put GPU and CPU through a stress test and make sure it's fine. It'll definitely be fine though.
They have to give such a conservative estimate because a high core count / overclocked CPU can easily be using 350W+ rather than a more typical ~80-100W under load.
There's no way that some 4 year old desktop CPU that you probably didn't heavily overclock is using a ton though.
