GitHub Sponsors is focused on recurring donations but also supports one-time donations which are treated for as if it was a recurring donation for 1 month. I get around $2500/month (nearly all recurring) without offering rewards or content through it.

It uses Stripe to handle payments and it's all done in USD. I have a Canadian USD account and I don't get charged any fees when it's deposited monthly. They initially matched up to $5000 of donations in your 1st year but that's over now. I appreciate them giving me $5000 though.

It gives people a badge on their profile for each individual/organization they sponsor unless they set it as private. For a library or developer tooling, nearly all your potential donors have a GitHub account and are likely to trust GitHub/Microsoft/Stripe with credit card info.
