My assumption is that they do it to speed up startup times. Frequently on this device if you quit an application, the next thing you do will be to open it up again. One assumes various needed things will already be loaded into memory if you keep a process open just in case.

Its also default Android behavior. Your activity gets stopped, the process gets suspended, but it only gets killed when something needs the RAM.

On Android 11 and 12 it also uses the freezer cgroup for it when the app freezer feature is enabled for the device. Before this, it was still possible for the app to run when it wasn't meant to be active, although it wouldn't block the device from suspending and had restrictions.
