Cloudflare does not host. If you say the word “host” they will not take you seriously.

No, they definitely do host content. They store your content on their servers and modify it. They have full visibility of it due to terminating TLS. They're definitely hosting content. You can have them run code to host dynamic services via Workers too. How are they not a host?

They run a web server and are the host clients connect to primarily via a web browser. I don't see any way of framing it where Cloudflare isn't hosting content. For static content, it's just pull rather than push. It's stored and served from their servers like any CDN.

It's not somehow not hosting the content just because it uses the model of automatically pulling the content from a server as needed rather than having it pushed proactively to the CDN. Still a CDN hosting content. No way around that unless they stop terminating TLS + caching it.

I do think pushing on the “CF not like an ISP” is a good strategy. Emphasis on “like”. I just know that trying to argue that non-workers part as a host gets you instantly filtered out
