And it’s not just semantic niggling, it is core to how cloudflare sees itself *and* is the legal basis for how they operate. It is a *hugely* important distinction.

Cloudflare terminates TLS and has full visibility and control of all the content. They store the content as part of caching. They aren't an ISP or a normal proxy. It would be entirely possible for them to pass through traffic rather than terminating TLS but it isn't what they do.

It's entirely possible to host dynamic content entirely on Cloudflare via Workers. workers.cloudflare.com They aren't just a caching reverse proxy terminating TLS and caching (storing) content either. They support running code on their servers. Plenty of similar features.

Cloudflare isn't an ISP and they don't simply pass through traffic. They host content and code on their servers. It'd be entirely possible for Cloudflare to act as a reverse proxy for TLS via SNI without terminating TLS, caching content or running client code. Not what they do.

More specifically, the parts of workers that *actually* stores novel, non-cached data: the KV store that backs Sites, etc. you are 100% right that this part *is* hosting and that’s why I’ve spent so much time talking about this specific aspect of the way CF thinks of itself
