I think the point is forcing every laptop/desktop and motherboard to provide a TPM that's enabled by default and doesn't have major caveats involved in enabling it.
Vast majority already have TPM support due to Intel / AMD fTPM support but it's often/usually disabled by default.

They seem to often take the shortcut of implementing insider attack resistance by disallowing firmware upgrades when it's enabled rather than making a proper implementation of it. I assume the requirement is about forcing it as a standard feature without major caveats.
