The hard requirement of SecureBoot validated by the installer means the installer cannot be ran from Rufus flash drives.

Someone should request the signing keys for those Linux shims, and when presented the legal reasons for not, present that same document to MS To allow the boot code to be signed.

GPLv2 doesn't place restrictions on usage with secure boot. It's one of the most substantial changes in GPLv3 and is one of the major reasons for companies like Apple outright avoiding it across the board at all costs.
