making a project to lie about owning random pieces of Linux software, call it voreutils... wait, that's just GNU

(to slightly explain, at the very least, GNU claims to own the R language/project, which i doubt, and GNOME, who actively deny being part of them)

They take far more credit than they deserve for Linux as an OS too. Plenty of Linux distributions don't use the GNU userspace components.
Most broadly deployed Linux OS family (Android) doesn't use GNU userspace components or even the GNU toolchain with a temporary exception.
Android, Alpine and many embedded or other distributions don't use glibc or GNU coreutils, etc.
Android uses LLVM to provide the compiler, linker, assembler and other toolchain components. The only exception is that the GNU assembler is temporarily still used for the kernel.

It seems even the GNU toolchain is questionably GNU considering that they those folks are essentially splitting off from the GNU proper itself. I expect that there might be a conflict over their continued usage of the name soon followed by them simply calling it something else.
