Calls and texts on LTE and beyond use SIP (via IMS) so it might as well make the implementation available for other usage.
That's correct, although we need to consider there are still many end-users around globe which are not using VoLTE capabilities, therefore they basically using SS7-MAP for texts and SS7-CAP for calls.

Not sure if their implementation would help other platforms, but for me Google decision on developing SIP native stack (SDK, tools) is more about providing framework for integration with 3d-party apps, providing basic tools for users for communication over internet.
