Okay, made some progress: in French, it tells you what you're supposed to do.
I hope they're happy with an explanation in English because French immersion was too long ago.
Still expecting an error, but maybe they made error messages for French instead of it being blank.

The solution was French. English isn't cloud compatible. Lesson learned. I hope they give the quota increase because ovhcloud.com/en-ca/public-c is really good pricing.
Default quota is too low everywhere but SBG and seems less than ideal to try testing with that DC for some reason.

I've faced similar issues with Online.net sending me stuff in French and even error messages here and there...
