LLVM has replacements for nearly all of binutils. It can even be used for the Linux kernel already.
LLVM assembler isn't quite a drop in replacement yet but the rest of it is already usable.
LLD is drastically better than GNU ld and the essentially unmaintained gold linker.

llvm linker doesn't fully support ARMv4T, last I was told.

Have you checked recently? I see changes for it from 2018 and 2019.
More generally there's unlikely to ever be the same kind of support for legacy architectures elsewhere. Lack of interest and lack of available hardware. In this case, seems some interested people did work on it.
I'll try to look around again next time I do any GBA programming.
