so i have two seemingly identical 2.0 only C-to-C USB cables. one that came with my Pixel 3, and one aftermarket.
plugged into my PC, the phone fast charges fine from either.
plugged into a power bank, the phone thrashes plugged with the second but not the first one

The #grapheneos IRC/Matrix channel is largely a place to help people debug issues with their USB cables, ports and OS drivers. I'm convinced that most things with USB-C are broken. People have trouble believing that the brand new cable they got from Amazon is the problem though.

I may or may not have paid $60 to a service center to fail to fix for several days what might have been a cable issue
(in fairness, the first time they "fixed" my phone it no longer enumerated at all...)

in the end I solved the problem by switching to blueline, which I suppose is one way to do it.

It refers to the Google Pixel 3 by the Android Open Source Project (AOSP) codename. The AOSP codenames for Pixel phones and previously the Nexus phones / tablets are based on fish. In some cases they had different marketing codenames for some reason.
Pixel C was ryu rather than a fish since it was built as a ChromeOS device but AOSP calls it dragon which could be considered a fish name too. They even named the new virtual device (cuttlefish) after a fish. I'm not sure if there's actually a full list of the AOSP names to link.
