... eeexcept that it'd be great if they'd prompt when you install an app whose job is to deliver rare-but-important location-dependent notifications, and let you choose whether such apps should be exempted from this thing, from battery usage limiting, and so on...

There's a toggle for disabling it in the App permissions menu.
An app can tell you to turn it off at the bottom of that page and then direct you to the App info page for the app, so you just have to press Permissions and scroll down to the toggle.
