Bing normalizes a URL with the path /foo/ and /foo to the same thing. It can't cope with them being different.
Means it can't discover that grapheneos.org/install/ exists to index it because grapheneos.org/install/cli was at grapheneos.org/install before.

Bing Webmaster Tools shows search query details to the point that it shows unique search queries. You can see a query done a single time by a single user even if they didn't click your site in the results. That's more than a bit creepy and seems like a pretty bad design choice.
