Android adblock idea: is there an app that registers itself as a handler for Play store intents and does absolutely nothing?

We plan to make an implementation of the Play services pretending that all the services are down:

AdMob bundles all relevant code from Play services in the regular library though, so it works without Play services. If only useful parts worked that way.
developers.google.com/admob/android/ depends on the system Play services like nearly every other Google app and service.
They should really be forced to make their other apps and services work without requiring privileged OS integration. It should be a level playing field for other services.

The point isn't to prevent the ads from showing but to protect against accidentally clicking them due to micro-sized-x issue.
