A websearch says it can. Somehow I missed the news when it first became possible.

not an expert but I believe that:
- this was a long, slow process and patched versions of things were required for some time
- for at least a few years google has built Android kernels using clang

The kernel on Pixels even uses LTO + CFI + ShadowCallStack these days.
