This a preview release and is only going to be released via the Beta channel.
It's likely certain devices (likely Pixel 4 and 4 XL) won't have the preview release pushed out via the Beta channel due to known issues that need to be resolved before broader testing makes sense.

The previous release does not have any boot issues. Please read the release notes, especially since you're apparently using the Beta channel. There was a cancelled Beta release which was not compatible with upgrades to further Android 10 releases. Explained in the release notes.
