It does have a substantial advantage: a short-term shared IP. Also, considering how bad ISPs are here it's really not hard to find far more trustworthy and privacy-friendly VPN providers. Our ISPs don't even try to pretend that they have respect for privacy or anything else.

ISPs are definitely required to keep records of which household they assigned an IP address. They pass along copyright notices. They also assign quite long-term dynamic IPs unless people are rebooting their modem. The assigned IP leaks your location within a few city blocks too.
