Is Graphene disabling the new contact tracing features put in place by Google to normal android

That's part of Google Play Services. There is nothing for us to disable from the Android Open Source Project. It's not present in the first place, just like other Google apps and services aren't present in the first place. GrapheneOS doesn't have to remove it, just not add it.
